Igor V'yacheslavovich Vel'bitskiy is a scientist in field of mathematical providing of calculable machines and systems, Ph.D. in physics and mathematics (1978), professor (1984).

Vel'bitskiy was born on January, 26 1939 in city of Tver (Russia). He graduated in “Mathematical and accounting-resolving devices and equipment” from the Penzenskiy Polytechnic Institute (1962).

In 1962 began to work in city of Penza at a military enterprise making the first in the USSR onboard (for a car) semiconductor computer. From 1964 till 1987 worked in Glushkov Institute of Cybernetics  of the National Academy of Sciences of Ukraine (Kyiv). 1971-1987 was a head of the Inter-branch laboratory on programming technology of the Military industrial complex of the USSR at Glushkov Institute of Cybernetics of Ukraine. Since 1987 has been working as a director general of the International Scientific Center of Programming Technology TEKHNOSOFT of Ukraine and director general of State department of communication and informatization of Ministry for transport and communication of Ukraine (Kyiv).

Scientific researches are in the field of formal task of programming semantics; automated production of the real time programs for the rocket-space systems; development of visual and distributed technologies of programming. Inculcated the concept of draft and industrial discipline of its accompaniment in programming (reengineering). Author of axiomatised technology of programming by graphic structures (P-technologies), on which the state standard of DST 19.005-85 and international standard of ISO 8631H were obtained. One of the first began to work on creation of national section of world computer network the Internet (from 1989) and popularize abroad the achievements of Ukraine in sphere of information technologies (from 1993).

An author of more than 200 scientific works and 10 inventions, among which:

Rewards, honored status: recipient of the State Prize of Ukraine (1979), Golden Medal of the Cabinet of Ministers of the USSR for development of P-technology of programming (1989), International Golden Award of XX century for technology and quality „20th International Golden Award for Technology and Quality” (1999, Germany), International Golden Star for achievements in field of standardization and quality of "World Quality Commitment International Star Award" (2001, France), Diploma of Deutsche Messe AG for long-term active participation in organization of National booth of Ukraine on the international exhibition of information and telecommunication technologies CEBIT during 1992-2004 (2004, Germany).
